Judge OKs it for ballot; both sides to spend big

DOWNTOWN SAN DIEGO – The battle over whether to allow a deck for development over a downtown marine cargo terminal will move from courts to neighborhoods after a judge's ruling yesterday that the proposal can go on the Nov. 4 ballot.

Developers Richard Chase and Richard Gallagher want the platform over the 96-acre 10th Avenue Marine Terminal for a hotel, stadium or other development, and they paid to gather enough signatures to qualify for the ballot.
